Class Environmental Assessment Process

This Project will follow the approved planning process for a Group ‘B’ project under the Class Environmental Assessment (Class EA) for Provincial Transportation Facilities and Municipal Expressways (MTO Class EA (2024)). The MTO Class EA (2024) document can be viewed here. The MTO Class EA (2024) streamlines the implementation process for transportation projects, reducing delays on projects that matter most to Ontario communities while maintaining strong environmental oversight and protection.

​The Class EA process includes on-going opportunities for public involvement. Comments can be submitted to the project team by telephone or email.  All comments received, with the exception of personal information, will become part of the public record. Once the Recommended Plan for intersection improvements is determined, a Transportation Environmental Study Report (TESR) will be available for a 30-day comment period in accordance with Class EA requirements. Notices advising of the availability of the TESR, will be published in the Eganville Leader and Inside Ottawa Valley (online), posted on this project website, and distributed to the project contact list.

The Transportation Environmental Study Report (TESR) will document:

A flow chart describing the 2024 MTO Class Environmental Assessment process for a Planning and Preliminary Design Group ‘B’ project. There are six main steps: 1. Data Collection and Existing Conditions - Review background information, Issue Notice of Study Commencement and Review and Confirm Existing Conditions 2. Generate Design Alternatives – Generate and screen intersection options to determine Design Alternatives for evaluation. 3. Evaluate Design Alternatives – Complete the evaluation of Design Alternatives and select the Technically Preferred Alternative. 4. Preliminary Design – Develop the Preliminary Design, identify impacts and mitigation. 5. Finalize the Recommended Plan – Finalize the recommended plan, preliminary design, impacts and mitigation measures. 6. Reporting – Document the process in a Transportation Environmental Assessment Report (TESR), issue the Notice of Study Completion, open the TESR for public review for 30 days. Consultation will occur throughout the Planning and Preliminary Design, and then extend, as required, through the Implementation. Key consultation milestones for this project are: • Issue Notice of Commencement • Public Information Centre 1 • Public Information Centre 2 • Issue Notice of Completion and TESR for 30-day comment period A future stage will involve implementation of the project, which includes detail design and construction
